[en] Fixed: Resolved an issue where, when resolving an action node error in a workflow caused by missing members in a swimlane, the list of payees in the drop-down menu to reassign is incomplete.

[en] 1. Start a workflow that contains a swimlane with no members.
[en] 2. Resolve the error that occurs.
[en] 3. In the drop-down menu, observe the list of names.
[en] The result is some users do not show up even though they are in the Payee table.
