TS002128197 — Resolving a workflow error through Payee reassign does not work

Fixed: Resolved an issue where, when resolving an action node error in a workflow caused by missing members in a swimlane, the list of payees in the drop-down menu to reassign is incomplete.

Reproduction Steps

1. Start a workflow that contains a swimlane with no members.

2. Resolve the error that occurs.

3. In the drop-down menu, observe the list of names.

The result is some users do not show up even though they are in the Payee table.
