Fixed: Resolved an issue where the 'Upcoming maintenance' banner in Payee Web uses UTC time.
Reproduction Steps
1. Log in to Payee Web when there is an 'Upcoming maintenance' notification in effect.
The result is the maintenance time is in UTC when it should show the user's local time.
